After the Digitalization (taking off the Analog service), TV Guide looks like this now, without video previews, no scrolling.
in this case for digital service TV Guide has been divided in 7 categorized channels.

100-136 Entertainment
149-168 Children programming
169-193 Documentary / Culture
200-248 Nationalwide TV / International TV / News
300-318 Sports
400-??? Movies
600-650 Music Channels

For certain cites, TV Guide categorized channels is for normal Converter boxes (Motorola DTA-101 and Cisco iDTA153).
And for advanced boxes ( Motorola DCT-2000, 700, 1000 and DCT-6416, 6412 ) Interactive programming Guide by APTIV Digital are offered in them.

In my city the scrolling grid is still on for Analog services, besides i have uploaded.

Interesting, thanks for posting! Clearly also LaserDisc-powered.

It's actually a Win9X system. If you watch the Windows Errors in Funny Places on KioskHacking's YouTube channel, one of the images are a Win9X computer.

Here in Mexico City, MASTV (was a analog cable television provided who turned off in December of 2015) was used a static version of TV Guide Channel.
Since 2010 (circa), TV Guide Channel don't inserted previews and ads from the system (i only remember this in my memories, saddly, i never recorded that, i was a 9 years old kid!!).
A mexican 18 years old guy who likes a lot Prevue Guide/TV Guide Channel since 9 years old. :D
