There isn't a way for local teams to be on PPV. Programming on the PPV channels was controled by Request (now defunct) and Viewer's Choice (now iN DEMAND). Cable Systems have 1 or 2 channels called P.E.G. (Public Educational Government). A P.E.G. channel is the only channel a local team (High School) could be on. In the mid 90s there wasn't these Sports Packages that we have now.
What was that Olympics Triplecast thing? In the mid 90s broadcast networks could have more coverage on their sister cable networks. If CBS had the Olympics then they could have more coverage on Spike (then TNN) or any of their sister cable networks. Since, NBC has the rights to the Olympics they have expanded coverage on USA, Bravo, NBC Sports Network (formerly Versus), Universal HD and launch 2 temp HD channels called NBC Olympics 1 & 2.
back in the past old analog days there was some local teams that had PPV games and on some systems then used the PPV slots that where from others just like how local sports over flows used other channels slots.
Also the local sports channels that moved over from PAY UHF stated out on cable as added cost channels.
also there was and still is college football PPV. There was even in a old prevue video you can see a promo for the college football PPV with option play wording.

Ok, that is odd. Did you order any of the local teams on PPV?
Looks like the Olympics Triplecast was a failed Sports Package type. I guess some NBC Affiliates refused to carry it. I guess NBC wanted to make some money from cable subscribers. I would just want to tune to my local news for Olympics updates or even tune to ESPN for video highlights if ESPN did or still does it every 2 years.
