The texscans that I have seen are very distinctive, so I'm pretty certiain it's not that, unless there's another model that I've not seen.

The only EPG I've seen coming from a Texscan is this one https://www.youtube.com/watch?v=X1lh5ysxleM which was found a long time ago I think.

Interesting. He said that Apple IIs were used before the Texscans, but that those were paged and didn't scroll. You're right, though, this looks pretty different than anything we've seen before. I wonder if the font might help identify it? The P and M glyphs are very distinctive; maybe someone knowledgeable might recognize it.

Hmm. That's interesting, because I noted the colours are a bit unusual - green, orange, light blue and magenta. That just so happens to be the only four colours the Apple II could generate in high res I think..... It also seems to have the right height (there are fewer lines of text than the Texscan, Atari and Amiga versions)

The font however is a mystery. The default I would guess that it was custom, like the font on the Amiga versions. The Apple II used a 7x8 char block, with the font being only 5 pixels wide. It looks here that it was redefined to be 6 pixels wide. I should imagine this was neccesary anyway to get the double height.

I've posted on AtariAge because... who knew... they've got an Apple II forum too.

Wow, nice point - you're totally right, those are the Apple II high-res colors. Mystery solved, mostly. I wonder what that software was like.

Unfortunately, it's only a short 29 second glimpse of the Prevue Channel (presumably from June 7, 1998 based on the end of the tape). It also is not the best quality since that it was re-recorded from a camcorder shot in front of a TV/VCR combo. Also, there's no audio, and the VHS tape that was originally recorded on also couldn't pick up the color signal likely because of tracking issues. After the short Prevue Channel clip however, it appears that part of the tape was likely taped over with a short KCRA promo from around 1995 without any tracking issues nor loss of audio and color. :? I believe it may have likely came from a second VCR tape transfer since the short Prevue Channel clip was from a later recording and whoever recorded the Prevue Channel at the time, they likely didn't know that there was already a tape in the VCR recording at the time of the broadcast. So whoever attempted to record the Prevue Channel that day likely did this on accident since it also appears that they were channel surfing to ESPN and wanted to tape over what was already recorded with the 1995 KCRA promo (TheCRTman even mentioned that the tape was simply labeled as "KCRA 3 First Run 1994/1995"). Anyways, after the short 1995 KCRA promo, the tape seems to go back to what was already on the original recording since it appears that they were likely channel surfing to ESPN and the tape was likely recorded on the same day as the MLB on ESPN game that was mentioned earlier in the Prevue Channel listings (it mentioned New York Mets at Boston Red Sox and close to the end of the tape, it showed the sixth inning with the Red Sox leading by 5-0 over the Mets).
