I figured that Charter did used "Sneak Prevue", but I do know that in some areas, Charter used "The Barker".

Yep, just like Bolt96's laserdisc of the same backgrounds. The only difference is "One Touch Pay-Per-View" had a different logo.

I would have imagine if TV Guide had taken over "Sneak Prevue", it would have look very different compare to the 1999 version they were using.

When was the image taken? Looks kind of odd to me and at least the white background was kept. As I mentioned before, it's from that black book filled with photos of designs, with many entertainment promotional footages that was used in 1999. Sorry, the quality is a bit dark and the light on the rig...
